There is no way that Obama can saying anything without it being open to clumsy or intentional distortion. Obviously, some ways of saying things are easier to distort than others, but I don't think this one was.
I mean, of course Obama will continue to refine his plan. He should. There's a word for people -- like many of those in the current administration -- who continue to follow the original plan, come hell or high water. That word is "failure".

Also sometimes known as "citizens".
This is what democracy looks like, though I suppose it's understandable that the NYT doesn't recognize it.
