Waxman's Ascent Could Foreshadow Good Relations Between President And House

Here's another wrinkle to consider in the wake of Henry Waxman's stunning ascent to the chairmanship of the Energy and Commerce Committee.

Congressional insiders point out that Barack Obama, in a little-noticed move a few days ago, appointed as the top White House liason to Congress one Philip Schiliro, who has spent many of his past 25 years on the Hill working for (you guessed it) Waxman.

In the wake of Waxman's victory, this is significant. It means Waxman will be closer to the center of the action and will have a direct line into the White House. Congressional insiders also point out that House Speaker Nancy Pelosi is an ally of Waxman -- and hence, of Obama's liason to Congress.

Also, as Harold Meyerson points out, Waxman is perhaps the House's leading legislator on three key issues prioritized by Obama: Universal health care, global warming, and the need for strengthened consumer protections.

All of this presages better relations between the Dem administration and the House than the last Democratic President enjoyed, even while Congress was controlled by Dems. This isn't a terribly surprising prediction, but it's another sign that Obama is extremely well positioned to make big things happen rather quickly once he takes power.

So maybe what we're watching are the results of that intensive planning process started back in July (and sniffed at by people like Andrea Seabrook as being "presumptuous")...

I just don't know what to make of a President-elect this tactical, organized, and thoughtful.

user-pic

Exactly, it's amazing that we actaully seem to be getting what was advertised. This generation of Americans is so used to having the rug pulled out from under us, that the realization of promise is baffling.

I keep recalling Jon Stewarts response to the elitest charges against Obama. Hell I want someone who is smarter and knows a hell of a lot more about this stuff than I do running things.

user-pic
that the realization of promise is baffling.

It's baffling, foreign, unprecedented...and feels just plain weird. I guess I'm beginning to comprehend just how searing the last 12 years have been, politics-wise.

user-pic

As Rachel Maddow said: This is going to take some getting used to.

user-pic

Yes, Toast and CT we are witnessing a master politician and chess master. Obama is assemblying the pieces on the board to deploy under his guidance. He has a visionary strategy. We who have less brilliant minds can not conceive of the myriad ways he plans to use others strength to leverage his vision. Obama does not believe in opponents, it seems...he beleives in using their strengths to achieve his goals.

I think we are witnessing the same time of planning seen in the Godfather when Michael Corleone orchestrated a consolidation of power with coordinated simultaneous acts of aggression, as he stood in the church and symbolically became the Godfather of his sisters child...while the pragmatic Michael's plan was being executed.

Has anyone else noticed of late how many of his former colleagues are saying Obama is brilliant?

user-pic

it is a bit odd, isn't it

user-pic

Practically anyone who wasn't drooling would probably like organized compared to Bush, but Obama seems far more interested in long range strategy than any other president I can remember.

Who else was like this?

user-pic

FDR and Reagan.

user-pic

Eisenhower

user-pic

The funny thing CT is that we have witnessed this same type of tactical brilliance during the primaries.

Recall, despite WJC&HRC being on the national scene 16 years, and being the ones who put all the power players in position for them to win, Obama utilized the rules in a way no one had ever before to beat what was considered the best political machine on the Dem side.

The stories still have not been written about how he completed demolished them. He understood the delegate system better than HRC who at one point was so arrogant as to have a memo in her camp saying she would skip IA!

Obama is an underdog in terms of traditional experience only.

The man has wisdom and judgment that does not come with on the job training...it is his intellect.

user-pic

Reagan?

You mean because of his obvious interest in dismantling much of "big government"? I guess I was thinking in terms of positive (in my assessment) long-range changes...but Reagan certainly fits the bill in terms of strategizing for long-range negative change.

user-pic

So you can just imagine the Reichwinger apoplexy as they look for something to attack. :-)

user-pic

If this is an hint of what he's going to do on the public policy side, the Pentagon better be battening down the hatches, sounding general quarters and manning all battle stations.

user-pic

This also sheds light on Obama's ability to prioritize. This move (which I am assuming had some PE muscle behind it) is part of a long term strategy, and has much more practical effect than ousting Lieberman, no? I likes me a PE who spends his political capital wisely.

user-pic

I just love the priorities here. First get your wagon train and circle the issue. Only then put your legislation out there. You've got cover. You've got a wagon train. And destinations.

There is something really beautiful happening here. A symphony comes to mind. The issues are the themes that will recur. And be interwoven. Different instruments. Our conductor.

Something new is coming to birth. A different kind of governing. Unlike what has gone before.

Thera, one of those birth's you're speaking of is universal health coverage. Pres Obama is getting his ducky's all lined up. Be prepared to see a Phoenix rise from the ashes of this current repug administration and Congress.

I am so prepared! :-)

It seems to me that Obama makes political moves with the primary intent to ensure passage of his agenda, rather than political moves to ensure the concentration of power that may or may not be used to see through passage of an agenda. Obama technique is focused on coalition building (just like an effective community organizer would do) rather than on coercion and intimidation. Obama is not naive about power in my opinion, but he knows, just like Bush found out, presidential power is ultimately tied to the public sentiment, and that is dependent on whether he is effective in making positive changes in this country. I wonder how Tom Delay is doing these days.

user-pic

I so agree, acamus. I am in awe!

Not just the primary intent to assure passage, but the machinery to make sure the rules and regs and oversight all roll out in sequence. Awesome planning.

user-pic

I see your point. It's easier to let Mother Nature do the work for you and reap the benefits of her labors than it is to fight hard against her for less.

user-pic

I'm beginning to think Chuang Tsu and Lau Tsu.

user-pic

Sorry: Lao Tsu.

user-pic

Great comment.

Obama's real talent seems to be in recognizing the big picture...he's all about the strategery thing.

user-pic

If the Congress is an orchestra...Obama is a world class conductor.

The likes of which we have not seen in 30 years.

user-pic

Agreed. It all kinda makes the "naive" arguments against Obama seem even more ridiculous.

user-pic
Also, as Harold Meyerson points out, Waxman is perhaps the House's leading legislator on three key issues prioritized by Obama: Universal health care, global warming, and the need for strengthened consumer protections.
Don't forget telecoms!
user-pic

Here's another amazing piece of Obama Team brilliance, based on a comment yesterday by Lux Umbra Dei (in a blog post on Orszag being promoted to OMB Director). Not only does Orzag have a strong interest in health care, but also in energy via Global Action on Climate Change:

Orszag's interest in climate change: See Climate Change: An Agenda for Global Collective Action (with Stiglitz and Aldy as co-authors!)

I marvel at how this is coming together!

user-pic

Now we know where Harry Reid's balls went.... Nancy Pelosi has them.

user-pic

I'm sure that Waxman will have access via Schiliro, but don't imagine that Nancy Pelosi needs any help if she wants to talk to the President. The two of them have a warm regard for each other as any silly with eyes could tell by their body language and eye contact when they're around each other. Nancy looks at him the way she might look at a favorite nephew who was holding her favorite puppy and Barack shines right back. Obama and Pelosi Intend to get things done and they will.

user-pic

I smell a big pile of dookie. Some of you must be sitting around f**t f**king each other over some imaginary rose coloured, pie in the sky, heavenly descent of a half and half saviour.

What I see is just another politician. This one has the look of "Holy sh*t, I actually won. What the hell do I do now?" "Well, I could surround myself with new faces and new ideas like I campaigned for and really change the face of DC...but then we would all be new at this together and everyone would look to me for guidance. Okay, scratch that bullsh*t, this brotha ain't taking no heat. Hmmm, maybe I'll surround myself with the epitome of Washington since these guys know the ropes, have the connections, and actually, kinda, know what they're doing without being led around by the nose. And, hey, if things go south...they can serve as my political flak jacket!"

I don't doubt that this administration can get things done and get them done quickly, assuming the cabinet can put their egos aside and their own personal agendas. I mean the cards are stacked in their favor. I would be rediculous to think that they couldn't get a multitude of things accomplished. But there are no new ideas here and there certainly aren't many new faces other than the freshman turned coach.

It's just that it's been a while since some of these ideas have had a chance to breathe so some of you...umm...people, get all steamy crotched over nothing. Just like EVERY other campaign, grand ideas "evolve" into something unrecognizeable, promises are broken, forgotten, or otherwise ignored. And we settle in for another four or eight years.

If we are all lucky, the pendulum will swing back just left of center to compensate for "some" far right policies. A swing to the far left will simply be a miserable mirror image of where we're at now and will pay the price as well.

Regardless of your expectations, remember...Plus ça change, plus c'est la même chose."

user-pic

Hopefully, Waxman will move Barney Frank's Personal Use of Marijuana by Responsible Adults Act of 2008 (HR 5843) through committee with minimal tinkering. Waxman is a bulldog...not to be taken lightly. I hope that his outstanding moral character will guide him as he takes the first steps in rolling back marijuana prohibition, which has done nothing but make criminals, ruin lives, and cost money.
I call out to anybody who lived through the 1960's (and therefore has probably lit up at least once) to send e-mails to your local representatives, senators and Barack himself voicing your support for the decriminalization of marijuana.

user-pic

I was worried back in the spring if Obama had the steel for the job. He has it in spades. I was also worried about his lack of time in office. Wrong. I should have known that anyone who came up in politics from Chicago's South Side would be a natural.

Obama continues to amaze me every day with his picks and his moves. He may just be a political savant.

user-pic

That'd be real nice. Then Willie J could inhale without having to make excuses for himself. Let's put policies for all the slackjawed stoners at the forefront of this miracle we call "change".
