Edwards Rips Hillary On Health Care

In his speech today before the Laborers Leadership Convention in Chicago, John Edwards positively blasted Hillary Clinton on health care, saying she hasn't learned the lessons of 1993 and 1994 — that the insurance companies will never go along with any plan, so don't try to cooperate with them — and accuses her of ripping off his own health plan:

"The cost of failure 14 years ago isn’t anybody’s scars or political fortune, it’s the millions of Americans who have now gone without health care for more than 14 years and the millions more still crushed by the costs.

"So I’m glad that, today, the architect of the 1993 plan has another care proposal - and if imitation is the sincerest form of flattery, then I’m flattered.

"But unless Senator Clinton’s willing to acknowledge the truth about our broken government and the cost of health care reform, I’m afraid flattery will get us nowhere."

Ezra Klein, for one, has noted similarities between the new Hillary plan and the Edwards proposal, but hasn't gone so far as to call it an imitation.

"In 1993, we controlled Congress and the White House and we had a Democratic president with the courage to propose a universal health care plan. That plan was completely killed - run out of town by an army of lobbyists working for the big insurance companies, drug companies, and HMOs. Since 1993, the number of people without insurance has grown from 39.7 million to 47 million and insurance premiums have nearly doubled. We didn't get health care, we got NAFTA.

"The cost of failure 14 years ago isn’t anybody’s scars or political fortune, it’s the millions of Americans who have now gone without health care for more than 14 years and the millions more still crushed by the costs.

"So I’m glad that, today, the architect of the 1993 plan has another care proposal - and if imitation is the sincerest form of flattery, then I’m flattered.

"But unless Senator Clinton’s willing to acknowledge the truth about our broken government and the cost of health care reform, I’m afraid flattery will get us nowhere.

"Actually bringing change starts with telling the truth. And the truth is the system in Washington has been hijacked for the benefit of corporate profits and the very wealthiest.

"Many good people go to Washington and learn the game so well that they don't even realize they're defending the very interests that have rigged the game against average Americans.

"I don’t believe you can sit down with the lobbyists, take their money, and cut a deal with them. If you defend the system that defeated health care, I don't think you can be a president who will bring health care. The only way to bring real health care reform is to end the Washington influence game once and for all.

"You also have to be honest about what health care is going to cost and you have to have a plan to pay for it. My plan will cost $90 to $120 billion and I pay for it by repealing George Bush’s tax cuts on the very wealthiest Americans.

"The lesson Senator Clinton seems to have learned from her experience with health care is, ‘If you can’t beat ‘em, join ‘em.’ I learned a very different lesson from decades of fighting powerful interests - you can never join ‘em, you just have to beat ‘em.

"If you’re going to negotiate universal health care with the same powerful interests that killed it before, your proposal isn’t a plan, it’s a starting point. I’d like to know what a principled compromise looks like on universal health care. When you cut the deal on universal, who gets left out? And if you don’t compromise on the universal part, does that mean you compromise on the health care part? Lower quality? Higher costs? I don't believe in it.

"In the America I believe in, we don’t compromise our principles. I will not compromise on universal health care - not on coverage, not on quality, not on cost. I’ll fight for it with everything I’ve got.

"And to show Congress just how serious I am, on the first day of my administration, I will submit legislation that ends health care coverage for the president, all members of Congress, and all senior political appointees in both branches of government on July 20th, 2009 - unless we have passed universal health care reform.

"There are four principles that have to be met: it must be truly universal. Anyone who has health care must be able to keep it, but they should pay less for it. Anyone who doesn’t have health care must get it, with help if they can’t afford it. Doctors and patients, not insurance companies and HMOs, must have control of health care decisions.

"The American people have waited long enough. Six months will be hard, but we can do it. Six months to universal health care. Six months to real change. Without compromise.

"Millions of Americans live without health care every day. It’s time for Washington to understand that health care reform isn’t a political issue - it’s a moral issue. If they do, we'll finally have universal health care."

@Dan: How so? Does the Constitution guarantee health coverage for the president and the Congress? If so, what about the equal protection clause?

The 27th Amendment requires that any change in payment for members of Congress cannot take effect until after an election. Thus, the argument goes, you can't cut their benefits in the middle of a term.

This is an anticipatory answer to the Edwards supporters who will demand how I "know" that Edwards didn't use union workers.

First, I asked the Edwards campaign, and although they wouldn't answer my question, they did sign me up to their mailing list.

Second, I asked the reporter who broke the original story about the Edwards estate (Don Carrington) and he said he doubted it.

What do you think? Do you think he showed the same personal commitment to union workers as he did to the environment, energy and land use issues, etc.? I do.

OK, so Edwards submits it on Jan 20, 2009, but it couldn't take effect until January 2011? That gives Congress two years to pass universal coverage.

I don't see how spitting in Congress's face on the first day of your presidency is going to accomplish anything. We need cooperation on a progressive agenda, not political sideshows. Obama has shown from the health care, ethics, and energy legislation he has passed in both Springfield and DC--a legislative record of accomplishment longer than so-called "more experienced" candidates--the ability to actually achieve reform.

Quick solution is to make the stripping take effect on the first day of the new congress (2011). It's a little far out, granted, but it would mean that incumbents and those running, would be impacted. Either way, they are proposing or making sure this bill is implemented by 2011.

I've become an Edwards supporter, but his plan is a disappointment. Underneath the rhetoric I don't see much difference between his idea and Hillary's. It sounds like he's subsidizing employers instead of severing health care from employment.

Mandating buying health insurance is not the same as universal health care. It is a tepid reform softened by some vaporous "help if you can't afford it". In other words, just another two-tier system. I guess I'm back to being a Kucinich diehard.

How is it Constitutional?

First, a reminder, here's his quote:

Then, here's the Constitution:

Amendment XXVII (1992)

No law varying the compensation for the services of the Senators and Representatives shall take effect, until an election of Representatives shall have intervened.

Therefore, it would be impossible for this to take effect until 2011. For it to go into effect on July 20, 2009, it would have to be unconstitutional.

Besides that, it's a BAD idea. No one concerned with presidential authority should support the idea of a president withholding compensation as a means of getting legislation past. It's undemocratic in the extreme and a terrible precedent.

Whether it is constitutional or not to threaten to take health care away from congress JRE is showing that he is serious about getting a universal health care passed. Obama talks to Wallstreet about compensation and who has taken thousands of dollars from is hilarious. If Obama wants to show that he is serious about regulating wallstreet why don't he give the thousands back to all the wallstreeters who have donated to his campaign. Too funny. Obama would have been better off talking to himself who he seems to listen to the most.

The constitutional argument is irrelevant. Will congress argue why they should keep their plans vs. implementing a plan for everyone.

This is a brilliant political frame that shines the light clearly on the priorities of congress legislators - are they for the people or insurance companies?

The constitutional argument would turn people against their representatives if they really would spend energy on that rather than getting a plan for the people.

Dan, you don't seem to get it the way Dems in Congress never seem to get it. Congress won't pass the thing anyway, so it doesn't matter if it's constitutional. Edwards wouldn't be withholding compensation: he'd be submitting legislation for Congress to do it.

The idea is to dramatize the contrast between the privileges of the ruling class and the rest of us. That's what good politicians do. Edwards's move would help put the pressure on Congress from its constituents for good health care legislation. That's a good thing. Plus, as pointed out, Congress has been raising its pay and benefits for many years now without anybody worrying about Constitutionality.

That said, I wish Edwards's plan was as good as his political skills. What he's proposing sounds to me like a far cry from the universal health care he claims to favor.

DaveW- the difference, from what I can tell, between the Hillary and Edwards plan is that Edwards allows everybody to buy into a revamped Medicare-style program. This program will compete on an even basis with the private plans. And when the private plans can't compete, we'll have single payer.

This strikes me as the most plausible and realistic way to pass single-payer healthcare. Congress isn't going to just pass a bill abolishing private health insurance. But if a government plan crowds most of the insurance companies out of the market, so that people see government insurance works, it will be possible to eventually pass a law like Canada's that bans private health insurance.

Do a youtube search for "Edwards single-payer" and I think you'll find the video of him talking about single-payer and his plan.

I get it perfectly well, and I got the strategy you laid out as soon as Edwards proclaimed it. I still think it's a terrible idea and will never even get to the point of proposal. Why?

Because the precedent of a president threatening to withhold compensation in order to get his legislation passed is so undemocratic and so odious that Congress would be united not only in rejecting it, but in attacking Edwards for proposing it.

A much better strategy would be for Edwards to say he would forgo his own health insurance and then ask all members of Congress to publicly agree to do the same. But threatening legislation sets a bad precedent

I don't see any protection for senior political appointees in there. Imagine the chaos if there were a mass migration to the private sector by senior political appointees. Also, a good strict constructionist lawyer could argue that "compensation" is compensation and benefits are benefits (which are not explicitly protected by the amendment). Of course, that would not be ruled on till after 2011 so the point would become moot then.

I agree with Edwards on this one, though I would never vote for him for President. He has no executive experience, bailed out of the Senate after one term, and set a perpetual campaign in motion.

If, as Ezra Klein asserts, HRC's health care plan is similar to Edwards', isn't Edwards then 'ripping' his own plan by 'ripping' HRC's?

Moreover, did anyone really expect either Obama or Edwards to applaud a HRC health care plan while they trail her in every poll? So, 'yawn' would be the appropriate response to this 'ripping' business.

Every time John Edwards opens his mouth he sounds more like a demagogue than anything else. He is seriously deluded if he thinks he can single-handedly dismantle a multi-billion dollar industry and afford universal healthcare at $90 billion per year. Or he is just lying through his teeth. For a person who started a Poverty Institute not for anything but as a front for his presidential ambitions and has set up his campaign headquarters in one of the more affluent neighborhoods of Chapel Hill he does protest too much.

Yes, Mr. Adlof, if only my candidate showed the personal integrity and leadership on such issues as the environment, protection of animal habitat, energy use, land use and support for the American worker as demonstrated by the recent massive Edwards Estate Clear-Cutting Project.

There is a reason why that man is unpopular even in his home state. Unlike you I am not supporting any candidate but when John Edwards acts holier than thou and makes such grandiose claims I find it ironic. Any sane person will tell you that Edwards' plan for universal healthcare is an unrealistic pie-dream...unless he wants to govern my diktats and decrees. I have noticed that it must either be that the blog shills for Hillary and Obama are really well organized and trained or they are just that shrill, petty, and backbiting by nature. I do not notice Edwards cheerleaders simply hurly out nastiness the way the Obama and Clinton supporters do (on this site)with tedious regularity.

In almost all instances, those who are sniping and carping on behalf of one candidate or another will end up voting for whoever the candidate is regardless. Given this self-evident fact, what could possibly justify the 7th grade level name-calling, innuendo and all the rest coming from these people? It's really juvenile and unnecessary and it seems to be that you can pretty much predict who the authors will be. Additionally, I have to believe from the things they write that they are either thoroughly brainwashed for the candidate of their choice or are perhaps serving the campaigns direcly, believing they are advancing their candidate somehow by taunting and being nasty to others.

I'm not in any way saying people cannot or should not be passionate about whoever their favorite candidate is, but please people, try to restrain yourselves from the childish and demeaning statements such as trying to imply that Edwards didn't use enough union labor or some other pointlessly petty grousing. It's okay not to like certain candidates, and I'm not advocating that anyone support anyone in particular but I have noticed this clear trend among the Hillary and Barack supporters and I'd just ask (for what it's worth) that they try to stick to substantive comments and abandon the petty character assassination stuff and gotcha sorts of trivia criticism okay?

There's no major political figure in our country that is so perfect and pure that they cannot be criticized about any number of these sorts of genuinely nongermane sorts of issues. What's the point of focusing and obsessing on such foolishness? Really.

Unlike you, I failed to notice that the Edwards supporters have always been so respectful of Hillary Clinton in their posts, only concentrating on the issues, like how she is "shrill," "Bush-lite," "just like Lieberman," "in the pocket of the insurance companies," her health care program is "nonsense," - I could go on and on, but that was just from Edwards posters here yesterday.

I understand that it is of no relevance whatsoever that some miserable failure of a VP candidate shows zero personal commitment to the environment, land use, use of union labor, etc. when it comes to building his 28,000 square foot estate carved out from the ground up from the virgin timberlands.

Some progressive like Russ Feingold (you like him too, right? So do I.) should talk to him about how Russ, as an unknown, shredded his two very progressive, experienced Dem nomination rivals in Wisconsin by filming his first commercial - the one that got him noticed - in front of their fancy, scmantzy dwellings.

I'm sure you would never resort to name-calling us 7-year-olds in your reply. I guess attacking the poster personally isn't nasty like attacking Edwards for being a big fat-cat phoney. I'm sure the Republican candidate will be too polite to point such things out. Isn't the primary process for weeding such things out?
