McCain Has More Small Donors Than Everyone But Obama
So who had the most success this quarter raising campaign cash from small donors? Barack Obama, unsurprisingly, did best, followed by...John McCain, despite the fact that his overall haul lagged well behind that of many Presidential candidates. Tech President has the breakdown:

It seems that, despite his having raised less overall money than Romney and Giuliani, McCain has the potential to raise much more in the future from a broad base of small donors than his GOP rivals. Perhaps the fact that McCain can go back and tap more small-donor supporters may yet keep him competitive in the primary.















There is a reason small donors are small donors: They don't have a lot of money to give away
So sure he can keep going back to them but he'll end up with fewer and fewer small donors giving less and less.
