A squeaker. It will be interesting to see how this plays out in the Senate. The administration needs this money to continue the war, and the public is fairly well set against the war at this point, so Bush's negotiating position is quite a bit weakened.
Not that he's been held up by anything so petty before, but it will still be interesting to see whether his need for the money overshadows his distaste for the strings which come attached thereto.
