POSTSCRIPT: Liberal House Dems Get Standing Ovation Behind Closed Doors
Here's a really interesting postscript to the House Dems' successful passage of the Iraq withdrawal bill today:
This morning, when Dems met behind closed doors to get ready for the vote, members gave a standing ovation to the three key liberals who helped make this bill possible: Barbara Lee, Lynn Woolsey and Maxine Waters.
The kicker: All three were preparing to vote against the bill, and everyone there suspected as much -- but the three were applauded anyway.
The scene -- which was recounted in Congress Daily (sub. only) and confirmed to me by a Hill source -- was a reminder of the strange route House Dems took to passage of this milestone bill. As reported here yesterday, the three key liberal members decided at the last minute to back the bill. But because they wanted to oppose the bill themselves as a matter of conscience because it lacked the tough language enforcing withdrawal that they wanted, they went to other liberal members of the Out of Iraq caucus and let them know that they'd have no problem if they voted for it.
"These three went and got enough other votes to provide a margin of victory beyond their own three No votes," the source says. Thus the standing ovation for them.
Moral of the story: Though turning this bill into law still remains an uphill battle at best, today's events reveal that progressive Dems in Congress managed to hew to their principles and play the politics of the system shrewdly. "These Members of Congress played hardball from the beginning," David Sirota wrote, referring to the liberal House Dems. "And because of their efforts, progressive Democrats have not only brought the war closer to an end, but they have become one of the most powerful blocs in the U.S. Congress."
Meanwhile, the sense of relief is palpable among House Dem staffers today. As my Hill source put it: "We averted at least three permutations of potential disaster today."
Tucker was just whining about how the Out of Iraq Dems who voted to pass the bill lacked principal. He's such a dick.

to Stephen from Minneapolis - sounds like you have drunk the koolaid and swallowed the Republican spin. In the presser afterwards this was addressed by Clyburn and Obey, especially the latter. You look at what was added, and most of it was stuff the Republicans failed to act on when they were in control, including Katrina relief, agricultural relief, etc. In one case, the item was requested as an emergency supplemental by President Bush in 2005. But of course, the fact that the Republicans when in control couldn't even pass all 13 basic appropriation bills makes it all the fault of the Democrats, right?

Spinach farmers from all over the country voluntarily recalled their product when that one farm screwed up and poisoned people last year. They lost a ton of money and many would have gone bankrupt. The ones who waited for the government to decree a mandatory recall were reimbursed immediately. Repubs tried to screw the ones who did the right thing. Obey remedied that. Has anyone posting here actually READ the bill?
I didn't think so.
I admit: I haven't read the entire gargantuan thing either. But a few key points:
(1) The bill gives full props and power to the CiC. §§1908(a), 1909. Does anyone remember Reagan's certifications of "human rights progress" in Guatemala in the '80s? Does anyone doubt that Bush can keep an indefinite number of troops in Iraq indefinitely under the FOUR (count 'em) missions on which the bill permits indefinite deployment? §1904(f).
(2) Out of the $120-some billion in the bill, only about $10 billion is set to expire in 9/08. More of that is earmarked for Afghanistan than for Iraq.
(3) Another several billion dollars in funding is set to expire 9/09, which is utterly symbolic since the spending bills are good for only two years anyhow.
(4) Deadlines on spending merely encourage the Administration to spend the money faster. Then come back for more. Duh. Am I the only one here who remembers the story of the Great White Fleet?

When you put it that way, it kind of makes you wonder what the President and the Republicans are blustering and bloviating about so much.
90% of the American people probably haven't read the bill, either.
But most of the headlines and soundbites around the media are talking about how the Democratically controlled House passed a bill to set a timetable for withdrawal, which is what the poll numbers indicate most of the American people want (link below), and the President and the Republicans are publicly declaring they will oppose ANY legislation setting ANY restriction on the President to wage and continue this war.

But where is the better bill, that will actually pass?
Most of the country thinks the things you mentioned are just peachy, aren't going to fight them, and if the Out Members pushed too hard for them, say to attack thier collegues integrity, they'd just be made pariahs.
Maxine Waters and such don't have national political clout. The tough negotiation they made today may have earned them some, but simply digging their heels in would have been a disaster.
That's just the way it is and we've got to deal with this reality to make things incrementally better.

Look, a line has been clearly drawn here. Republicans favor indefinite occupation of Iraq. Democrats favor withdrawal.
That was the point of this bill. It passed. The positions of the two parties is now very clear.
Kudos to both the Blue Dogs and the Out of Iraq folks for making this happen. The idea here is to win. To engage in an effective strategy to get the US out of Iraq. This is step one.

My question is, what is the "next step" we keep hearing about? Does anyone doubt that the bill will ultimately, either by being stymied in the Senate or vetoed, fail to become law? What then?
Does anyone imagine for an instant that in that case a stronger bill would be passed? And if you agree that what the future holds is something even weaker than this loophole-ridden travesty, does that make this bill anything other than posturing for the 2008 election?

The votes aren't there for anything stronger.
The growth of the Opposition to the Iraq occupation occurred outside of any "movement." Between the Pre-war protests and Cindy Sheenan, there was nothing but the facts slowly coming in and millions of individuals started to put 1 + 1 together.
The advantage is the anti-war opinion is on solid ground, there's a wide spectrum of people. The drawback is not everybody wants to do the same thing. We have the "Bush screwed up crowd." That was the purpose of the surge, to say to the people "Ok, we are going to try something new..."
But it does give the anti-war Democrats a label they can use: moderate. The GOP and Blue Dogs will start to be painted as ideologues.
As Bush continues to just spin his wheels and get us nowhere in Iraq, as the Blue Dogs & GOP continue equating Support our President with Support our Troops, as American Opinion slowly shifts from "We can still win" to "OK, we lost" the anti-war Democrats will look like the pragmatists who've saved the USA from destruction countless times before.

You just have to do something, you have to lay down markers, and you have to force specific people to go on record as opposing specific things.
So, now Bush may veto, or certain Senators may block passage. There you go. Things remain bad in Iraq. You come back again and take another step or two toward ending this Iraq fiasco.
I’m very frustrated myself that it is so hard for the United States to reverse a pathetic blunder like Iraq. But let’s not forget who the bad guys are: Bush, Cheney, and the Republican enablers.
It is a fact that it has always been extremely difficult for the legislative branch to force the executive branch to abandon bad foreign policy, especially with a narrow majority margin. I applaud the Democrats for getting this far. My applause will grow if they successfully keep the pressure on.
I am almost certain that some of the Democrats will disappoint me. But I know which party is keeping us in Iraq. The Republican Party.

That's as good as it gets with the votes there now. That's reality.
If Bush vetoes it costs him dearly as he becomes an "obstructionist" which is a card he can play limited times against public opinion. Congress doesn't like vetoes, it tends to drive them further away from the executive's position.
Yes, there will be more bills, and every one he vetoes will only push Congress to the left and lose him moderates and public opinion.
If it passes, there is a lot of good in the bill. There are requirements for proper training which will stop Bush from sending under trained and under equipped soldiers into the meat grinder. There are funds to provide better care for the wounded, psychologically and physically. There's a lot of bipartisan good stuff in there.
Importantly, there are benchmarks and Congressional oversight for the first time, as Republicans have been a rubber stamp.
If the war continues to degenerate, as it's certain to no matter what we do, then public opinion will continue shifting. Republican holdouts will start peeling off in large numbers, until there is a super-majority to beat filibusters, and a two-thirds to beat vetoes. At that tipping point, anything can happen.
Now the votes are marginally antiwar and still a lot of "last chance" moderates. Soon it will be more anti-war, more "no more chances" until that tipping point where it's overwhelming. But in the meanwhile, momentum needs to be maintained by asserting Congress and public opinion, incrementally to suit the votes at the moment.
Anyways, the important point is the anti-war position is as good as it can be at the present, and will get stronger from this, no matter what. so yes, it's a good thing and further steps are helped from this.
