I feel like I'm at a reverse auction - I hear 30 percent... do I hear 25, 25, 25... how about 20..?

How low can he go?

The lower it goes right now the lower the bar is set for his SOTU. If he comes out and offers new tax giveaways and social programs look for news orgs to emphasize the size of the bump.
