The Latest On The Last Up-For-Grabs House Races: No One's Conceding

The current Dem pickup stands at 28 House seats, with no losses and 10 races still undecided — and the latest is that no one has conceded their races since late last week. A full rundown of where the outstanding races stand right now after the jump.

Here are the latest updates:

Dem-Leaning:

CT-02: Dem challenger Joe Courtney has declared victory and his lead stands at 82 votes. The recount must be completed by midnight this Wednesday.

GA-12: Incumbent Dem John Barrow leads by less than 1,000 votes, with a recount being likely. Barrow has declared victory. Republican Max Burns insists that the remaining overseas and provisional ballots could put him over the top. If Dems hold this seat, they will have completely shut out the GOP on House, Senate and governorship pick-ups.

Republican-Leaning:

FL-13: The race for Katherine Harris's open seat is potentially going to the courts. Dem Christine Jennings trails by less than 400 votes, with reports of voting-machine problems in Sarasota County.

NC-08: GOP Rep. Robin Hayes has declared victory, currently holding a 465-vote lead. Dem challenger Larry Kissell would need to win the remaining 1,492 provisional ballots by an overwhelming margin. A recount appears likely. In North Carolina, recounts have traditionally favored the candidate who leads going in.

NM-02: GOP Rep. Heather Wilson leads by 1,487 votes, with 2,698 provisional ballots yet to be counted. Wilson has declared victory. If she's to win, Dem Patricia Madrid would need to win a very large majority of the provisional votes.

OH-02: GOP Rep. Jean Schmidt has declared victory, but Dem Victoria Wulsin is waiting for all provisional ballots to be counted before conceding. Wulsin faces an uphill battle to overcome Schmidt's 2,323-vote lead.

OH-15: With a lead of 3,536 votes GOP Rep. Deborah Pryce has declared victory, but Dem opponent Mary Jo Kilroy will not concede until some 19,000 uncounted absentee and provisional ballots are tallied. Pryce has also announced she will not seek re-election as Chair of the House Republican Conference if her win is sustained.

WA-08: GOP Rep. David Reichert wins race over Dem challenger Darcy Burner.

WY-AL: Dem Gary Trauner, trailing Rep. Barbara Cubin by 970 votes, might request a recount after canvassing is completed. However, his current deficit is a few dozen votes larger than the margin that would provide for a state-paid recount, and he is unlikely to seek one otherwise. Cubin has declared victory.

Runoff:

TX-23: GOP Rep. Henry Bonilla fell short of 50 percent, and faces a runoff with former Dem Rep. Ciro Rodriguez.

After the Chicago Tribune profile of Rahm Emannuel today where he continually emphasized 'money, money, money' to his candidates, and talked up the use of conservative Dems in red states, along comes Kissell to disrupt his ideal.

Kissell is a pro-choice progressive in a red state and was badly underfunded. Had the DNC or DCCC come through for him, he would have won.

Do you know if they at least commissioned polls?

I feel like it's a big problem if we don't know which races are the closest and invest accordingly.

I'm reminded of Carol Shea-Porter in New Hampshire.

Why is CA-50 (Bilbray vs. Busby) not on that list? According to the official San Diego County election results web site, there are still 110,000 absentee and provisional ballots to be counted in San Diego County. If they're evenly distributed, there should be roughly 32,000 uncounted ballots in the 50th district. Bilbray's lead in the official count is about 20,000 votes. I'll bet that a lot of those absentee and provisional ballots are from Democrats who don't trust our new Diebold touchscreen voting machines.

Perhaps CA-50 isn't on the list because to make up a 20,000-vote deficit in the (supposedly) 32,000 absentees/provisionals still uncounted, Busby would have to win 5 of every 6 votes. A pitch for that story line might get the green light a few districts to the north, but it seems a tad overoptimistic here.

Now the number of uncounted votes county-wide is down to 60,000 (was 110,000), and Bilbray's lead has widened slightly, to 20,913 (which most likely blows my hypothesis that absentee and provisional ballots are likely to lean Democratic). Busby shouldn't concede until all the votes are counted, or at least until the margin exceeds the number of votes not yet counted. But it doesn't look good.

I guess we'll just have to wait for the next special election. 8-)}
